In order to be able to give advice on how to function in a society, whether as a ruler or someone else, you need to be at least a bit of a psychologist. While Machiavelli was primarily a political strategist, he was also a philosopher and a psychologist (even if he never considered himself either), since these are the primary tools of any decent political strategist.
