Indian astrology is influenced by Greek astrology. After Alexander the Great's conquest, the Greeks formed kingdoms in parts of Afghanistan, Pakistan and northern India and ruled the area for several centuries. One of the things that they influenced is for example sculptures. Those big realistic looking statues of the Buddha? Borrowed from Greek art.

Anyways back to astrology. One of the earliest texts on astrology in Sanskrit was the "Yavanajataka", which is literally translated as "the sayings of the Greeks". Greek astrology merged with already existing local astrology to form current Indian astrology. I don't get this "cultural appropriation" thing. If you study culture more closely, then you will note that culture arises to a large part by borrowing from other cultures. And it's always a two-way street. Greek culture influenced Indian culture, and Indian culture influenced Greek culture. You see the same things happening today.
