This is a fundamental misundertanding of how the EU actually works. EU laws are passed in a co-decision process, where the Commission proposes legislation, but it is the European Parliament that passes it (of course with agreement with the Council, which consists of the Member States). And the European Parliament consists of representatives who are elected. The Commissioners on the other hand are put there by the governments of the member countries (one per country), and these governments are elected.

I will give you a challenge. Find a top Russian government official or oligarch whose family does NOT live abroad, in the supposedly hated West. And no, this is not a trick question.
