The amount collected for the particular tax in question (the one on the highest tax brackets) was 260 million EUR in 2013, and 160 million EUR in 2014. So you see, not only was the overall tax income much smaller than projected, but the amounts collected from that particular tax were decreasing in a big way from one year to the next.
