Would be interesting if you could go into describing your point 1 on government responses in more detail in a future post. I am kind of curious what these new government units are doing, and how they go about their work, especially concerning data gathering and how they evaluate narratives. The infodemic has been one of the main challenges of the last few years unfortunately.
