Yes, but this situation continued all the way through the 1990’s. So even after the Maastricht Treaty (that’s why I included statistics from 1993 in my article). Before the UK joined the European Community, its economy was in shambles. Being part of the Common Market brought its economy back up. And even after free movement became a reality, plenty of Brits benefited from it.
