Yes, exactly. I find this is also a major cause for poverty and violence in poorer communities, including communities of color. This then starts a vicious circle which just keeps on getting worse and worse. Drug-related violence and crime then keep the communities poor. This then brings with it tougher policing, which can sometimes result in accidental shootings by police.
